Overview

The United States Army Priority Air Transport (USAPAT) provides global air travel for senior military leaders using executive jets operated by Army personnel. USAPAT currently operates in three interconnected temporary modular facilities that are inadequate in size and configuration to meet their expanding mission requirements. The Installation Development Plan recommends relocating all non-essential flight operation mission functions so that existing hangars can be recapitalized and expanded as needed to meet future flight operations requirements. In 2011, requirements and a DD 1391 for a new USAPAT headquarters were developed. Between 2011 and 2018, the original DD 1391 developed in 2011 did not receive funding. In order for the USAPAT Headquarters to be considered for future funding, the DD 1391 requires revalidation due to the intervening time and changes in mission and personnel numbers.
