US Navy – Installation Master Plan – Navy Operational Support Center Baltimore, MD

The purpose of this study was to provide a comprehensive master plan and long-range implementation plan to guide the Navy Operational Support Center Baltimore (NOSCB) and the Naval Support Activity (NSA) Annapolis for the future development and support of the installation.

KDA prepared a confirmation land survey and a meets and bounds description, described the developmental growth of NOSCB, identified operational deficiencies, prepared narrative summaries and detailed examinations of the existing conditions relative to comprehensive land use planning, developed recommendations that are in line with the Naval District Washington (NDW) Vision 2035, and developed concepts that maximize the existing built and natural features. The final installation master plan design and a corresponding implementation phasing strategy showed short-range needs (5-year horizon), intermediate-range (5- to 10-year horizon) and long-range needs (10- to 25-year horizon) for the Installation.
