Overview

The U.S. ARL has numerous facilities located at APG. ARL desired to consolidate its resources into a campus-like environment in the future. One of the decision factors for determining which groups might consolidate in the future was to assess the current condition of existing facilities. The FCA reports will let ARL and the APG Garrison know which facilities require renovation or repair, which facilities warrant demolition, and a relocation plan for ARL employees who might be located in old or failing facilities. The FCAs were conducted through noninvasive visual inspections that included: update of interior floor plans; update of exterior site and landscape features including parking and roads in the immediate vicinity of each experimental facility; analysis of building structural components; analysis of building roofing systems through internal and external visual inspections; analysis of existing building mechanical, electrical, and plumbing systems; analysis of major life, health and safety code deficiencies and violations; analysis of architectural features to include exterior walls, windows, roof, gutters, downspouts, ladders, stairs, loading docks, ramps, interior wall, floor and ceiling finishes; and development of FCA data sheets required facility repairs for each building. All data was incorporated into a FCA report with separate chapters for each building detailing findings and recommending improvements.
