Overview

The Deer Loop Master Plan and Aberdeen Proving Ground (APG) proposed a new Open Campus that consolidates compatible Army Research Laboratory (ARL) facilities to foster an “ecosystem of innovation” and attract young talent to develop technologies for the Army of the future. ARL facilities are currently deficient and scattered across the installation, which stymies collaboration among Army scientists and ARL’s ability to compete with private industry in attracting new talent.

The specific objective of the Open Campus is to join government laboratories, academic institutions, small businesses, and industry in a global collaborative network that will engage the “best and brightest” through an open campus, shared modem facilities, and innovative practices.

The preferred alternative for the ARL Open Campus was developed through consultation and coordination with key ARL and APG stakeholders. Eight new buildings are organized around a central green space, integrated with the existing Rodman and Vehicle Technology Laboratories. The campus is prominently visible along Maryland Boulevard and provides a distinct gateway for visitors. The buildings are arranged according to functional relationships around the green space to create a cohesive campus. All buildings will front the green space to provide the backdrop to the ‘town square’. The common space will be used to provide outdoor amenities that will support the collaborative Sciences and Technologies ecosystem envisioned by ARL and to attract young talent.
